If we have a basic/standard ME license, can we upgrade to ME 2015CI or will we need some other type of license?

You can upgrade to MyEcllipse 2015 CI and continue using the same license which you have used for previous versions of MyEclipse. For more information on MyEclipse 2015 CI download link and delivery log, please see this announcement.
